On 25 April 2015, a powerful 7.8magnitude earthquake struck Nepal. Thousands were killed, tens of thousands were injured, and hundreds of thousands of homes were damaged or destroyed. A second major earthquake struck less than three weeks later, killing hundreds more and adding to the destruction.

In this report, Democracy Resource Center, Nepal (DRCN) presents its findings and assessment of Nepal's national political situation and mobilizations around the January 22, 2015 political commitment to promulgate a new constitution. The report is based on interviews conducted in Kathmandu, Kailali, Banke, Dang and Kaski districts. The Center observed the polarization of national politics over contentious constitutional issues and its impact on local politics.

Despite significant protests and unrest, Nepal’s Constituent Assembly (CA) promulgated the country’s new constitution on September 20 by a two-thirds majority. On Feb. 20, 2017 the Government of Nepal (GoN) announced that the first local elections in 20 years will be held on May 14, 2017. Citizens are eager to elect local representatives in their own communities and have met the announcement with anticipation. However, the announcement has also led to protest and violent clashes in areas of the Tarai where the constitution remains contested and there are outstanding demands that political issues be resolved before elections are held.
